Campaign Verification for Political Campaigns

Campaign Verification is an optional upgrade for 527 political organizations, such as campaigns, parties, and PACs. Solidarity Tech registers a separate Political brand with higher carrier limits, and your regular brand keeps sending during its review.

What is Campaign Verify?

Campaign Verify is a secure, non-partisan verification service for US political candidates and organizations. It validates that political messaging senders are legitimate registered political entities and unlocks enhanced messaging capabilities.

Who Should Use Campaign Verification?

Campaign verification is available for any candidate, party, PAC, or other committee that meets two conditions:

It is a 527 tax-exempt organization.
It is registered with the Federal Election Commission (FEC) or a State, Local, or Tribal Election Authority.

501(c)(4), 501(c)(5), and 501(c)(6) nonprofits do not use Campaign Verify. The Campaign Verify FAQ also lists 501(c)(3) organizations, sole proprietors, and businesses as not eligible. You cannot start Campaign Verification from a Sole Proprietor brand.

Why Verify Your Campaign?

Once verified, your campaign gains access to:

Unlimited daily messaging on T-Mobile (no daily message caps)
Enhanced deliverability for political communications
Carrier-approved political messaging status
Higher sending rates for time-sensitive campaign communications

How Campaign Verification Works

Campaign Verify approves or rejects a request within minutes to two business days. The PIN delivery time depends on the method you pick.

Step 1: Prepare Your Filing Information

Before starting verification, gather your official campaign filing information:

What You'll Need:

Filing URL: A direct link to your committee's record, or a search page URL with 'Filing URL Instructions'. Federal campaigns also need their 'FEC Committee ID'.
Contact information: Email, phone, and address that exactly match your official filing
Committee details: Legal name, EIN, committee type, and election information

Committee EIN Requirements

All campaigns must have an EIN (Employer Identification Number):

If your campaign doesn't have an EIN, you can apply for one here
Important: For state, local, and tribal tokens, your Campaign Verify EIN must match your brand registration EIN

Finding Your Filing URL

Use a direct link to your committee's record when one exists. When the site needs a search, give the search page URL and explain the steps in 'Filing URL Instructions'.

Federal Campaigns (FEC):

Visit fec.gov
Search for your committee by name or FEC ID
Copy the direct URL to your committee's page
Example: https://www.fec.gov/data/committee/C00123456/

State/Local Campaigns:

Visit your state's Secretary of State website or local election authority
Navigate to campaign finance records or committee search
Find your committee's specific page and copy the URL
Examples:

- https://www.nyccfb.info/follow-the-money/registered-political-committees/ lists all registered committees, so explain how to find yours in 'Filing URL Instructions'.

If Search Required:
If the election authority website requires a search to find your information, you can provide the search page URL along with instructions (e.g., "Search for Committee ID 12345, click June 2024 filing link").

⚠️ Important: A homepage URL alone is not enough. A search page URL works when 'Filing URL Instructions' explains how to find the record. Without instructions, Campaign Verify may reject a search page URL.

Step 2: Submit Verification Request

Navigate to Settings → 10DLC Compliance in your dashboard. Open your submitted Low-Volume Standard or Standard brand, and scroll to 'Optional: Campaign Verification' at the bottom.
Click "Start Campaign Verification ($95)"
Complete the verification form with your filing information
Double-check all information - it must match your official filing exactly
Submit your request

Key Form Fields:

Campaign Information:

Campaign Name: Full legal name as registered with election authority
General Campaign Email: The main email address of your campaign
Campaign Level: Federal, State, Local, or Tribal
Committee Type: Your official committee designation

Filing Information:

Filing URL: Federal campaigns see 'FEC Filing URL', which must be an fec.gov link. Other campaigns can add 'Filing URL Instructions'.
Filing Email: Contact email listed on your official filing
Filing Address: Mailing address exactly as shown on filing
Filing Phone Number: Must exactly match the phone on your filing record.

PIN Delivery Method:
Choose how to receive your PIN:

Email: PIN sent to filing email address (immediate)
Phone Call: Automated call to the filing phone number, in the call window you pick. Landlines are supported.
Text Message: SMS to filing phone number (immediate)
Postal Mail: Physical letter to filing address (5-10 days)

Step 3: Campaign Verify Review

Campaign Verify will manually review your submission against your filing URL to confirm:

Your contact details match the official record
Your committee is properly registered
All information is accurate and current

Timeline: Minutes to two business days

Step 4: Receive and Enter PIN

Once approved, Campaign Verify sends a 6-digit PIN via your chosen method.

To enter your PIN:

Return to Settings → 10DLC Compliance
Click "Enter PIN Code". The button shows only when the status is 'PIN Sent'. If you have a PIN and the status still says 'Under Review', click 'Refresh Status' first.
Input your 6-digit PIN
Your verification token will be generated automatically

Step 5: Automatic Activation

After PIN verification, we automatically:

Generate your Campaign Verify authorization token
Submit it to Twilio for your Political brand, after the Political brand registration is approved
Activate enhanced messaging limits once approved

Monitoring Your Status

Track your verification progress in the dashboard:

Under Review: Campaign Verify is reviewing your submission
PIN Sent: Check your chosen contact method for the verification PIN
Token Generated: PIN verified, submitting for final approval
Pending Twilio Approval: The token went to Twilio for approval.
✅ Token Verified: Twilio verified the token, but a brand or use case review is still open.
✅ Verified and Active: Verification complete with unlimited messaging

Common Issues and Solutions

Verification Rejected

Most common reasons:

The filing URL does not lead to your record, and 'Filing URL Instructions' does not explain how to find it.
Contact information doesn't exactly match official filing

If Campaign Verify rejects your request, contact Solidarity Tech support.

PIN Not Received

Check spam/junk folders for email delivery
Verify contact method matches your filing record exactly
Phone calls: Work with both cell phones and landlines
Click "Didn't receive your PIN? Resend it" in the 'Campaign Verification Status' window. The PIN goes again by the method you first picked.
For postal delivery, allow 5-10 business days

Approval Taking Too Long

Campaign Verify review takes minutes to two business days.

Cost and Billing

One-time fee: $95 per verification

Important Notes

Tokens do not transfer: Each messaging provider needs its own Campaign Verify token. The form has no field for a token from another provider, so you verify again through Solidarity Tech.
Exact matching required: All contact information must exactly match your official filing
Filing URLs: Use a direct link when one exists, or a search page URL with 'Filing URL Instructions'.
Token expiration: Tokens generated on or after November 15, 2024, are valid until January 31, 2027.
